Minor improvement in failure behavior for 2.2.

The program now fails "cleanly" with a "too many threads created" error message from the runtime.

For 2.2, this style of program (creating very large number of fine-grained asyncs in an ateach loop) that do atomics won't be supported by the runtime.

For 2.3 we should strive to support this style of concurrency.
