The README.txt file in the root says:

Documentation can be found in docs/index.html. This includes:

Introduction and tutorial
JavaDoc
Change log
Frequently asked questions

In fact, the index.html file is not there, and neither are the intro, tutorial, change log, FAQ. Only the JavaDocs are under the docs directlry.

There was an unfortunate hick-up (OOME) during the release process of 1.2.1 that caused this. In fact I did not recognize that those were missing in that zip after I continued with the release. However, the artifacts have been published and cannot be changed anymore. So we hope this was a one time issue, the build does normally include them.
