http://www.ibiblio.org/maven2/xstream/xstream/1.2/ does not contain the file
xstream-1.2.pom

The version for 1.1.3 is missing all the dependencies.

Please use the new groupId com.thoughtworks.xstream for version 1.2.

Although there's still no global solution for HAUS-1390, it is at least manually fixed now by the HAUS admins for version 1.2 and 1.2.1.
