'cannot reference implicit element' rule applied incorrectly

Description

The code that tests to ensure references are not made to implicit collections will also get applied to objects referring to each-other that are contained inside implicit colelctions.

Confirm the SNAPSHOT works i.e. the test case no longer fails. Will test against work development system on monday. Thanks
