On large databases, the content search will search everything. This has brought down our instance.
We need to be able to constraint search to only project scope in the case of large database:

   * Add a xplanner.properties: search.content.globalScopeEnable=true|false to turn on/off search outside of projects.
   * Default value is true
   * If previous property is false the content search should only be available (disable otherwise) when inside a project (or sub-elements: iteration, stories, tasks, time-entries, notes)
   * Attachments are out of scope but notes are in scope.
