Attribute-only Datasets

Details

Description

It should be possible to load data sets (tables) that include only attributes, and no geographic features. For example, straight DBF files, or non-spatial PostGIS/Oracle tables. These should be viewable in a table view, just like the attribute half of spatial tables.
