Description
The toolbars should have finer granularity. For example, the Commit/Rollback should be in their own toolbar and disabled by default. Similarly, the EditFeatures tools should be on their own.
The current toolbars are a bit confusing partly because the tool icons are very similar, partly because everything is active and in one long line.

There will be essentially the current tool bar that we have now except there will not be a drop down arrow allowing the tools to be selected that way. Instead the buttons will be fixed and their icons will be fixed. When a button is pressed a tool bar below the current one will be populated with all the tools available. (So it is possible to tell at a glance what tools are available and which one is active.) Each tool bar will also have a preferences button on it for quick access to the preference setting or that category of tools.
