Support internationalization for validation tasks (xml)

Details

Description

The validation tasks defined in the XML files, such as
"Line Not Self Intersection" or "IsValidGeometry" cannot yet be internationalized via the usual .properties files. It would be nice to provide native language names and (especially) descriptions for these tasks.

I've translated the XML files in the plugin directory - see attachment. However I could NOT persuade uDig to use them even though I put them into a nl/de/plugins directory in the nl1 plugin. So I don't know what the correct way of localizing these validation tasks is.

The change needs to be made in geotools, where internationalization is a little ambiguous -- will revisit after 1.1 release.
