Redraw a single layer

Details

Description

This tool allows the user to refresh only a single layer rather than the entire map. It uses existing API methods and simply adds actions to the Layers view and the context menu for a layer.

Affected files are plugin.xml for net.refraction.project.ui and the new class required to implement the action:
net.refractions.udig.project.ui.internal.actions.RedrawLayer

This patch enables you to refresh each selected layer individually, right click on the layer and click Refresh. The new class was added as suggested. Thank you for the comments Jody and Cole, it made the fix much easier.
