Toolbar needs to be clear

I think the earlier email/jira task from sam has been closed or passed of of attention.

New (make a separate group of New Layer, New Map if we cannot do a drop down list)

  • New Layer Ins (add layer)
  • New Map F4 (aka new)
  • New Project
  • New Page
  • Other ....
    Save
    Save All (remove please this takes up room)
    Print F12 (real platform print)
                                • refresh F5 (also in the file menu, for map this is a redraws)
                                  Cancel Esc (system wide cancel, for map this stops rendering) manage it)

                                • navigation
                                  back
                                  forward
                                  zoom in
                                  zoom out
                                  show all
                                • map edit modes (these are in the edit menu)
                                  zoom group
                                  pan group
                                  info group
                                  ...user modal groups...

I also noticed we could lock out the toolbar, we could do this and take away the ability of the user to change order if we need to.
