All layers, whether they be SLD-styled vectors, or WMS layers, should have adjustable alpha transparency. All SLD-styled vectors should start with partial alpha transparency as part of their default style. Possible all WMS layers as well (worth testing).

We just need our wms stlye editor and we can close this bug.

Sounds like the wms editor needs transparency in addition to selecting the default style for a layer.
