Start with a blank uDig (no map, no nothing)
Drag the bc_parks.shp file into the edit area.
New map is created, parks is added layer.
No features are visible, zoom to all data extents still does not show features.
Zoom to layer on the parks finally yeilds results.
Reprojecting to lat/lon (4326, 4269) does not yield a lat/lon view of the parks.
