Description		Proposed modification to the Viewport Context to include time, in addition to bbox. User interface ideas to expose this concept: - slider taking up the unused area of the toolbar - slider range is based on the current Map - slider background can be colored according to the data range for the currently seleted layer(s) - WMS requests can make use of the current time directly - For shapefile time is expressed in the shp.xml document, when the time is outside of the range of the shapefile it will not be drawn. - Layer can already match to muliple IGeoResources, so this already within our current data model. GetFetureSource would simply return a different shapefile based on the time. This would allow us to model the same content across time. NOTE: To make all of that happen IGeoResource would also need to expose a time range, or unknown.

There are two ways to handle this:
- short term: add a "time" style configurator for wms layers that can handle time
- long term: add it to the view port modal as described here (http://udig.refractions.net/confluence/display/HACK/Temporal+Support+with+a+Navigation+View)
