new settings link often misleading

The link that tools now have in the lower border of the map near the scale combo are often misleading.

For example if I have the info tool active, selecting that link leads me to the editing tools settings. This makes no sense.
If a tool has no setting this should be simply stated with a message and not by redirecting to a settings page that has no connection to the actual tool.
