Distance tool measures relative to screen units not map units

Description

Select distance tool > click on map to start measuring > zoom out using mouse scroll wheel = distance start point has stayed relative to screen co-ordinates, not 'on ground' point. Screenshots show distance start point moving after zooming out with scroll wheel

In screen shots first click of distance too was bottom-right, which has now moved outside of the state outline
