To reproduce:

1. Launch the application (from the get_palette branch)
2. Choose File -> New -> New Map

Allowed empty categories to be hidden; added a sort order to the tool categories (so it is not based on random order of extension point processing). Also tried to turn off the ability for users to drag tool order around.
