ModalToolCategory and UI Contributions share ownership of next tool

Description

Right now we have the idea of tool selection (i.e. active tool again!) owned by too many parties.

  • ModalToolCategory
  • ModalToolCategory checks the menu or toolbar contribution (and then selects the next thing)
  • ModalToolCategory checks the palette to see what is selected (and then selects the next thing)

Jesse can I ask for a code review of ToolCommandHandler.execute( ExecutionEvent event ). I have duplicated the design; so the palette has the concept of what tool is "next" (and then simply calls run() on that tool so it can handle updating the tool manager etc...).

If you are happy with the method we can close this issue; if not assign it back to me.
