Switch udig_langage feature over to Babel Project

Description

The development environment mentions an old "language pack" that was available when Eclipse was still run by IBM (and they would translate the beast).

That has not been the case for many years now; we got through this by unpacking the old language pack and fiddling with the version numbers and zipping it back up (thanks Moovida for the workaround!). Now there is a project babel.eclipse.org that provides a database driven translation system; and they have started making translations available for download.

We need to switch over to babel.

Unzipped babel stuff and added to "dropins" - see http://udig.refractions.net/confluence/display/ADMIN/Exporting+Dropins for revised procedure.

This worked fine when running in eclipse; however it prevented the release of the udig application:
Unable to find plug-in: org.eclipse.ant.tests.core.nl_de_3.5.0.v20091121043401. Please check the error log for more details.

Aritz Dávila had the suggestion to change the udig_langauge feature to include the babel plugins directly (rather then just depend on the babel features as provided).

And it appears to work!

The good news here is I was abel to ignore translations for things we do not use like PDE, JDE, ANT, CVS etc... there is still work to be done trimming the list but what we have now is uDig in Spanish.
