Description
User imported a shapefile and expected to see something, our workflow needs to be what user expects....

jrmacgill: dunno, I tried - import, shapefile - browse, picked one. click finish. wait, wait, dialog closes, no change

Jody Garnett: That just brought it into the catalog

Jody Garnett: You still need to create a Project and a Map inorder to see it.

jmacgill then I found I needed a map so I went 'new map'
jmacgill then I found I needed a project, so I went 'nwe project'
jmacgill then did the map
jmacgill then went for a layer, and was stuck wehn the 'new layer' dialog asked me to pick a layer
