Description

The shapefile importer chokes if file names are
LAYER.SHP
LAYER.SHX
LAYER.DBF
LAYER.PRJ
but some data sets are distributed this way. For example,
http://www.ign.fr/rubrique.asp?rbr_id=2407&lng_id=FR
provides access to a test version of the BD Carto data set as shapefiles. uDig cannot import the zipped files.
