I have copied the proposal out to the ideas space:

The approach described here is a much better way of making the functionality of PlatformGIS and ApplicationGIS available to developers - it is more in the spirit of eclipse and makes use of the facilities provided for advertising functionality.

This patch has been applied; the coding style is an improvement over the use of ApplicationGIS and we should take this approach in more places.
