New Features Renderered error shows on LayerView even when features are renderered

Description

If an area that isn't the entire viewport is re-rendered but no features are in that area then a no featrures rendered warning is added even if there are features showing.

We should be able to tell if the renderer managed to get called; and simply did not have any content to display. The warning is kind of tough since it is hard to determine when the user is "off the map" vs when they are too close.

I think we should remove this warning if we are unable to tell the difference.
