Tool Applicability Workflow

The nested tool applicabiliy menu does not scale; and really we only need to toggle the setting for the category of the current tool.

#1 Make applicability a single toggle button (for the current tool category)
#2 Disable applicablity is we are in the Project View (or if we are in a crazy editor like Printing)
#3 Have a table of these things as a page on layer properties page
#4 Indicate in the layer view what layers the tool will not apply to, using italic text.

The "negative form" is used above so that when switching between the pan&zoom tools the layer view does not suddenly change in appearance,
