uDig should only open a transaction when an edit is in progress and has not yet been committed.

aborting the change to geotools, as it is not essential.

The current behaviour for postgis will be "BEGIN; SELECT... ; ROLLBACK" iff we are in autocommit mode (this is a workaround for the JDBC driver, but we should really rewrite this to use a different technique). Use of cursors is recommended.
