The fix implemented in r2423 doesn't work with a root routing rule ("index" pages). Also need to honor SymbolConstants.ENCODE_LOCALE_INTO_PATH, as reported by Alejandro.

Seems like the root routing rule works fine as well. Added support for SymbolConstants.ENCODE_LOCALE_INTO_PATH, however possibly locale encoded by some other means such as a query parameter is completely ignored, there's currently no mechanism to let Routing module know about the alternative locale encoding strategy.
