Description

PHP_CodeSniffer version 1.3 with rulesets capability is now out. We must convert the plugin to work with it instead.
Stuart Grimshaw and Sebastian Marek gave us a tentative implementation here we should look at.

This is by far the most needed improvement the PHP plugin needs, as working in production with SQLI_CodeSniffer requires a lot of efforts.

I am happy to pick that up and transfer/update stuff that we have already done (as mentioned above). Will make sure it is compatible with the rules defined in PHP_CodeSniffer 1.3RC1. I don't think they gonna massively change in the next RCs and official release.

Sonar PHP Plugin 0.3 now rely on PHP_CodeSniffer 1.3.0RC1
Sorry for the RC1 dependency, but it seems to be quite stable; at least for the last 6 months
