Description

Add blame command to maven-scm-ext. In future it should be contributed back to Maven SCM (like SCM-532), so it should be for Java 1.4 and should follow Maven SCM namings (classes, packages and so on).

I suppose that package name should be org.apache.maven.scm.provider.clearcase (without cleartoolexe). See maven-scm-provider-clearcase.
