The plugins settings should be moved from the file based configuration to Project Setting page

Description

Move the configuration from file based (current( to the Project Setting page (proposeD) provide better administration and support functionality esp in the case of Sonar Server being used to monitor project which are strewn in different geographical locations

The change should not be too difficult to do

I would like this because I run sonar from a top level agregator pom, but it appears this does not work and I would have to add the configuration file to each sub project individually, and the property in each sub-project's pom file.
