Description

When displaying XML Profile rules in sonar, there are some rules descriptions that invalidate the generated HTML and some browsers don't display all rules.
i.e. Line 79 of Xerces' "XMLMessages.properties" file, is as follows:

InvalidCommentStart = Comment must start with "<!--".

When displayed in browser, it is interpreted by Explorer and Chrome as a HTML comment, and stop displaying the rest of the rules.

Nore. Firefox 3.6 displays the page OK
