Update to Maven SCM 1.6 and remove maven-scm-ext/src/main/java/org/apache/maven/scm/provider/clearcase

I've realised upgrade to latest maven-scm-plugin ( 1.7 ), but I'm not clearcase user, so I couldn't test it.
