Incoherence between .Net and Java comments report

      Description

      Working with Java and .Net, we would find out that the % of comment in JAVA and DOTNET does not have the same meanings.

      In JAVA, % of comments is both usual comments and API comments

      But in DOTNET, % of comments only report the usual comments. SourceMonitor is the source of the problem as the product count separatively each comments.

      I didn't had test yet the version 0.6 of the plugin, but i will.

        With version 1.0 and the brand new squid C# plugin this issue may have dissapear.

        Yes, the C# plugin counts the comments in the right way.
