Sonar Taglist Plugin depends on Taglist Maven Plugin, but we'd like to decrease coupling with Maven.

In fact new rule not needed, because this rule already presented in checkstyle - see TodoComment. So, we just need to update the cardinality of the rule to multiple (see SONAR-236) in order to be able to have multiple instance of this rule to search for NOSONAR, NOPMD, ...
Moreover this rule can be used by Taglist plugin instead of taglist-maven-plugin - see SONARPLUGINS-804.
