Some classes are displayed in the hotspot/Most violated Files even if the have no violations

Description

We have a new project in our Sonar with no violation for the moment. In the "Mots violated Files" section some 5 classes are mentioned with 0 violation...
I think in this case displaying "No measures available" as in the "Most violated rules" section may be more interesting
