Sonar should be able to ignore a property skip=true for any mandatory plugin

Description

We need to do the same thing we did for checkstyle in order to manage the parameter skip=true in the pom.xml.

We need to do it at least for pmd and cpd

Fixed for Findbugs, Checkstyle and PMD. Distinction between PMD and CPD is not managed
