Rename "Coverage clouds" to "Clouds" and extend use to "Rules compliance" index

The coverage clouds are not currently displayed when there is no information on code coverage.

When this information is missing, the coverage clouds are still valuable and should be displayed. Color of classes name could depend on Rules compliance.

By default the "Quick wins" should be displayed instead of the "Project risks" tab whose use and meaning are a bit difficult to understand.
