There are side-effects with language bundles. HTML response is badly encoded when the Java system property "file.encoding" is not "utf-8".

It would require :
I suggest to fail server startup if file.encoding is not utf-8 and if at least one language pack is installed.
Reproduced a JRuby 1.7.4 issue several times (https://github.com/jruby/jruby/issues/802). Downgrading to 1.7.3 meanwhile 1.7.5 is released.
Upgraded to JRuby 1.7.6 to fix PermGen space OOM with JDK 7.
