Users with accents in first name are not shown in the "Assign To" list

Description

When assigning an user to a violation or a comment, users with an accent (like é, ô...) in their first name are not found by the suggest box component, making impossible to select the user.

A workaround is to change the first name of the user and remove accents.

now we completely ignore accents
