Allow defining user fields from plugin API

Currently it's not possible to define user-related field from plugin API. With this improvement a plugin developer would be able to create new property which will be accessible on the "Edit user" widget under "Users" menu. This way it would be easier to add, for example, an XMPP address next to the e-mail address for the purpose of additional notification channel.
