Display "Compare profiles" link also if not logged in or not an admin

In the Web GUI at URL /profiles there is a link to compare profiles /profiles/compare, but it is only displayed if I am logged in and I am an administrator. The link can be used even if you are not logged in, but only if you know the URL.
As comparing profiles is intressting for all users ("why is one of my project not green?") the link to the profiles and the compare profiles should be displayed even if I am not logged in.
