"My Profile" configuration menu should not be restricted to admins

Description

Currently, a non-admin user has to click on his name (in the top-right part of the windows) to access his profile settings page, where a "My Profile" menu entry is available to admins on the left menu.

This menu entry should be available also for non-admin users.

Simon, as we discussed about this, I fixed it and pushed it into master for Sonar 2.11 (see https://github.com/SonarSource/sonar/commit/77b9a13434344be895a495fcf0eabe77edf10baf).

Feel free to revert if you prefer to postpone it.
