Error when browser locale is Hebrew

Description

I just installed sonar open source edition.
After successfully executing sonar (via hudson) I was unable to use the web app dashboard.

Logs/sonar.log says:
ERROR rails ActionView::TemplateError (translation missing: he-IL, time, pm) on line #18 of app/views/dashboard/_header.html.erb: 15:
Bla, bla, bla -yada yada yada...
