Description

Plugins should define their own dashboards. For example a plugin could declare the dashboard "Hotspot" with layout "2 columns" and 8 widgets.

Manually tested and works well but it would be better to not allow a user to create a dashboard with a name already used by another existing dashboard as it leads to some unexpected behavior. I know that this minor issue doesn't directly relate to this ticket.

When the name of an existing dashboard is reused, the description of this new dashboard can't be configured and has the value of the existing dashboard description.
