Improve log management at startup

Description

It is currently confusing where to find what information. Everything should be logged in the sonar.log. Extra information in the console for example is a bonus.
On top of this, it would really help that at the end of a migration, a message appears in the log.

There isn't any explicit log message when migration ends, but the line "2010.02.20 14:36:58 INFO org.sonar.INFO Start sonar..." is pretty similar.
