Description

The EPL has been officially designated as the successor license to the CPL. The steering committee and core team have agreed to take advantage of this and exercise our option to license future versions of Jikes RVM under the EPL.

Update all license related comments, files, SF project meta-data, etc. to indicate that Jikes RVM to change CPL to EPL.

mostly done. committing in a number of chunks because sf svn keeps timing out when I try to hand it more than a few hundred files at a time. sigh.
