Recent bug reports seem to indicate that we are not running basic unit tests with the opt compiler as the initial compiler. We should be doing this.
There is sufficient focused testing of all the opt levels in the core test runs, which we are now running every 6 hours.
I don't think adding O0 and O2 testing to the pre-commit tests (which do test O1) is worth making the test run longer, so canceling this issue.
