Fop performance strangeness

Description

fop seems to have behaved strangely in the past day or so. It may just be noise, but it is pretty weird. Two of the contrasting data points seem to be for the same revision (which suggests noise), but the same performance seems to have persisted for a few runs.

Let's keep an eye on it. If there's not a lot of commit activity, then it should soon become clear if it's just noise.

I believe this has settled down and we can close the issue. Cattrack is currently down, will close when I can confirm this.

It appears resolved with fop performances stable and all near 100%.
