Javadoc errors not being reported in sanity reports

Description

When making the javadoc for the 2.9.1 release, I noticed that there are a number of errors in the javadoc. These are not being flagged by the nightly test report, which is reporting 0 javadoc errors. Not very important, but would be nice to fix this at some point (maybe after everything has migrated to cattrack??).

I made new javadoc for 2.9.3 release (uploading to web site now) and we're up to a couple of hundred errors in the javadoc. We really need to be catching these as they get introduced so they don't pile up.
