make absolute paths relative where possible

Description

some instances, absolute paths are not made relative when they can be:

  • confirm whether .. is resolved as relative against an URL
  • paths are only resolved during inheritence, but should be passed over the current descriptor too
  • the interpolated descriptor should be resolved, not the source one to ensure module items, etc are resolved
