Do staging site capabilies include the possibility to deploy a multiproject site only when every subproject site has been generated and the whole site has been aggregated?

these are all unimplemented m1 features. We need to add a staging website element to distribution management. There was also a site:publish goal to push from staging to live.

Does staging means that there is a separate directory for the assembly of all site documentation? I have a need for a way to configure an alternate site directory since the site:deploy goal scatters all the pages on the distribution site.
