warning on changing repo location is confusing if it exists

steps to reproduce:
1) add a new managed repository
2) set the directory to a directory that already exists (need not be a repository)
3) submit the page

what happens:

• confirmation page that says the directory already exists with a red warning

what should happen:

• likely should be omitted or be toned down, it's not unusual to point to an existing repository.
